You are correct. People sleep on this but it's very true. Pizzaro showed that he can use his fruit without damaging anything. But apparently to capture coby he needs to risk possibly damaging the entire island.
And thats what people fail to realize. Pizzaro is literally saying "I can't capture coby without using the the lethality of my fruit". This is doubled down when vasco shot stated that he also needed to destroy the entire city to even capture coby. So none of these gents are confident being capable of subduing coby without:
1. The use of their fruit
2 using lethality at its fullest
Realistically if pizzaro were confident he could simply pop up the same way he was doing this chapter and enter on to the battle field in front of coby is his base form without using his island fruit.
