I believe it though, Shikamaru was the only one promoted(which makes sense, Naruto, Sasuke, Gaara and Lee were absolutely not fit for Chunin. I would only say Neji might not be because of his resentment to the Hyuga, but he became the first Jonin out of them for a reason)
