Kishi wrote the start like everybody is bloodthirsty and cruel but then you see all the kage and their people are chill.

The Jonin isn't the point, Kumo was only coming to ratify the treaty for the specific goal of stealing the Byakugan. Kumo already is risking major aggression and has likely resolved itself that war may come out of this. They pulled the trigger knowing the potential consequences.


I think it really fits Hiruzen. He's portrayed as a man worn down by conflict, time and sentiment. He's unable to kill Orochimaru because of his attachments to him, as well.

Even if Konoha can win a war or skirmish, you gotta wonder what the cost'll be and if Hiruzen is willing to drag the village through another conflict while they're fresh out of a war and the kyuubi attack
Even if the Cloud could win, they’d be extremely weakened and picked off easily by one of the other Great Nations. Sort of like how the Yonko are in a deadlock because if 2 Yonko go to war, the winner will be picked off by another Yonko

Yes, they were demanding war lol. Konoha and the cloud have had bad relations for decades, imagine if an important Russian diplomat was killed by USA during a peace treaty.

Ay and every other Kage was ruthless in foreign policy. He wanted to start a war with Konoha over Sasuke, who wasn't officially part of Konoha even. The idea of strengthening their village in that period would have made sense(Even Onoiki points out that the cloud was doing a military build up that worried the other villages, and Onoiki is the dude who funded the fucking Akatsuki)

Also, stuff like this is always happening behind the scenes in the Naruto verse. Sai had a whole bingo book of foreign ninja that the foundation would kill.
 
I don't think that pre sandaime Konoha leadership really tried to hide the fact that they're the biggest bully in the hood. Even Danzo carried that mentality.

Maybe you could say that Tobirama could figure Saru would take things somewhere else eventually and that would be better than Danzo leading the village.

Odds are, it erupts into a bigger war. But even if Kumo is weakened, they'd still be in a better position. They're isolated in one peninsula and their country consists of mountains and valleys.

It'd be a really, really tough sell for Hiruzen to rally Konoha into war against the village they literally signed a treaty with one day prior.

And it could have been someone else anyway, all these villages have deep states who can make decisions over the Kage's head. It's why Gaara can be Kage when he's like 13.

They can maybe try and say it was his dad, who ordered the same thing to Kushina. But I kinda doubt it
