The problem is oda made him a marine (probally because the story was initially be way simpler) so he just looks like a walking meme because him doing in this instance make it worse despite him not doing anything else

My issue is that it feels Garp could have been more, there are instances where it feels he legit does care about justice and understand how the world works, (like his little discussion with Neptune & co after the reverie) but Oda never digged deeper, maybe because "old marine luffy" isn't allowed to think too much.

Yup, even Oda knows how bad this is for Luffy that's why he didn't want to draw it. This is the single best feat in the manga btw passively defeating a Yonkou with minimal damage.
