They wouldn't care to update a spy's bounty though. He's not an actual threat to them in any way.
Also, even if Vivre Cards were official/canon (they're not, but I'll pretend they are), Lucci having Haki doesn't imply it's good enough to put him on the level of WsW who could pierce Jinbe's Armament easily.
