The 2nd one. For starters, I don’t see why Marco has to be stronger than Kata. Also, bounties have never been lowered in the series. Luffy went AFK for two years, but his bounty never lowered. Brook was lost at sea for 50 years, but he still had a bounty

Marco and Mihawk’s have some justification, but Ray at 1 bil is even more nonsensical than Oven and Daifuku only being 300 mil despite Pero being 700 mil. If this is true, then it’s blatantly obvious that it’s either not Oda writing these bounties, or Oda cares so little about these VCs that he just writes down whatever immediately comes to his mind and doesn’t proofread it[/QUOTE]
