He was only insulting Jack. Even if you consider it as him berating Jack, then that just means Queen also has authority over Jack, which makes sense given the whole King>Queen>Jack theme.

Queen also berated King for his failures.

More like Queen got mad at him for failing to kill BM which resulted in her almost murdering Queen. That's different from King berating Queen because King is scolding Queen about a matter that shouldn't concern him.

The all stars are a singular rank and there’s no authority within it. Otherwise Kaido wouldn’t have let the Tobi Roppo challenge king for a spot if he had a special rank

King: Hey, Jack! Kuri's cut is pathetic.

Kuri is under Jack's jurisdiction. King has no business talking about Kuri, much less scold him about its cut, unless it directly concerns him.

Also King: Without Doflamingo around...You know who our next business partner is, Don't you?

That's literally him instructing Jack about his next line of action. Not something you'd say to someone of equal rank.

Not only this, but King also assures Queen that he won't blame him for Udon's fall before ordering F6 to go after the SHs.
