Not really
It’s just a punch infused with haki

there is nothing as a pure haki attack in onepiece
Every attack has some kind of fighting style connected to it

for Garp it’s his fist
And while his punches do look ridiculous, it’s still just a punch

This is not Galaxy Impact.

Galaxy Impact is literally a gigantic haki explosion.

They will ask Oda like they did with Roger who got his CoC confirmation in a VC.
