It reminds me of how oda didn't want shiki to have a devil fruit like that and saying he probably has to make it canon and thus shiki having it too.

Although there's still the issue of impel down staff having wings too. Which seem to be real ones? I guess they could be fake as part of the hell/demon symbolism of impel down? But hannybal was topless and had the wings? Hmm.

I can't remember the exact chapter but there was a flashback of when Magellan confronted Shiryu over killing prisoners and that's where he had it.

Well, consider we, the "audience", are going to know Sabo's new bounty before, which Is likely going to be in the 3B range.
And there Is always the "worst criminal", who should equate to highest bounty.

It's possible that even the other Revos Commanders, having attacked Marijoa, are going to have a bounty increase.
