Sanji the tactician and the closest thing to a quarter master

Nami is pretty much the captain outside fights

So yeah there is a pretty clear hierchy, you can't really say zoro has as much authority as chopper

Almost everyone agrees that the SH pirates parallel both the RH pirates and Roger's crew so:
Roger=Luffy=Shanks (Captains)
Rayleigh=Zoro=Benn (First mate, RHM and Vice-Captain)
