Jinbei is about as strong as base Yamato with seastone cuffs going by how both performed against Ace, what he wants to say is that Burguess and Jinbei will surpass Katakuri, the weakest so called YC1 and the only one not a RHM, FM or vice Captain. Oh shit I forgot, Kata is no longer a YC or part of Yonkou crew, his bounty will probably drop because of that! 
I agree he'll be pretty strong but Sabo was above his pay-grade. With a good fruit, he could prove to be a formidable opponent.
I have either him, Pizzaro or the 10th Titanic Captain facing Sanji so I expect a lot from him if Oda goes that route. I also don't think his performance so far has been irredeemable, him appearing in Dressorsa to get Ace's fruit and being one the first members of the crew atleast suggests he may end up important.

People underrate the hell out of Sabo.

-Years spent training under the most wanted man in the world and learning marital arts from known masters
-Advanced Haki powerful enough to break buildings apart
Burgess isn't weak, Sabo is low top tier.
He's a smarter, tankier Ace with high level Haki. Broken-ass character.
