Controlling a sword means you bend it to your will.
Zoro did it against a powerful sword like Enma by unlocking CoC (consciously).
Mihawk controls the strongest sword in the world, what do you think that says about his conquering ability?
Also, Zoro literally acknowledges that becoming the world's strongest swordsman is a kingly ambition of one who has CoC

Ryuma had 21 great blade yet he doesnt have CoC. There's multiple other swordsman who use great named blades yet they don't have CoC. CoC is not a requirement to perfectly use a sword. The character's haki in general should be ridiculously strong to master the sword.

I don’t see anything in Chinjao and Katakuri to say they are conquerors in any way, they just got it because they fought Luffy.
Yamato I think can be excused because circumstances have meant she isn’t really free to make a name for herself yet in the world.
Sengoku’s personality doesn’t stand out to me, but he did rise to the top of the Marines and that I think is enough for it.

Let's talk about basementkuri then. He literally asked condom if he'll come back to beat BM someday, so he isn't even fully loyal to her, but at the same time he's doesn't have the balls to confront her himself. There is literally no panel of Ryuma shown to use CoC. He simply doesn't have it.
Yoru being supreme grade doesn't matter here. Mihawk's haki is strong enough to handle any blade.
There's many characters in the series that have kingly ambition but still don't have CoC. Sabo being prime example of that. Mihawk title is associated as kingly ambition but it doesn't mean he has CoC.
