I think you're pulling hairs considering that stone/rock are nebulous, non-descript terms for earthen materials.
Pica was shown manipulating the Palace, the rocks/surface underneath Dressrosa, and even incorporated towns into his make-up. I'd be surprised if they all had the same make-up.
How else are you going to put Zoro on the YC1 level if you don't wank his most recent opponents though?
I think you are too since regular earth is not considered to be stone or rocks and that unless he digs deep into WCI or search for some time for rocks in WCI Pica won't be able to find much stone to use and that even if he finds it it still won't be like in Dressrosa. Pica's df can either be incredibly useful or useless according to the environment he's in.
my guts tell me smoothie even though I can not imagine how that would look like.
pica is a PITA to deal with.
its her gigantification that makes me lean towards smoothie. if it were cracker or katakuri I would actually believe pica has a better chance at winning.
Sadly, he's really overratted by many people. Plus they forget that the location of the fight would handicap Pica since WCI isn't a stony Island and that he's very reliant on his df.
I am sure he can still accumulate enough rock to make a big Door for Smoothie

Pica is only slightly weaker than Bullet Golem form we saw in Stampede movie. There is a reason it took so many SNs and other strong characters to take Bullet down, while Zoro who easily took down similar Pica Golem was fighting a Top Tier Fuji on his own in the movie.
So Pica got this. Smoothie doesn't have enough DC for Pica.
I joke that effort is to Smoothie what pain is to Cracker. But anyways, Emperor Commanders were reintroduced as your not-your-everyday henchman. Pica would lose.
