Mihawk wasn't trying to beat Luffy. He was just testing his faint.

Mihawk could it beat Luffy with his first attack that hit and cut him but he didn't want to.

Akainu tried to kill Luffy and failed. Mihawk never tried to kill Luffy. There's a reason Luffy said Mihawk was too strong to face but didn't do the same when he faced Akainu and two Admirals at the same time.
