Its not a plot hole at all. Them not being haki users doesn't mean they're weak willed. Most prominent members of any relevant faction most likely wouldn't be KO'd by anyone's conqueror's haki. None of the strawhats are random fodder.

That's plot armor causing plot hole... In fact most relevant characters usually are far stronger than SH weaklings and use haki.

Knowing haki doesn't mean you are stronger than who doesn't. I'd say Shogun Franky, Robin and Chopper are able to defeat out of timeskip Sanji even if considering Sanji would fight Robin like she was a man.

Strawhats even Usopp got too strong to not be knocked out by that.
