I don't think everyone needs to have it, but Zoro being confirmed as a CoC user definitely opened the floodgates for more SHs to potentially unlock it as well. Zoro was just the most obvious candidate by far.

Roger's crew at it's peak had at least 4 users, if Luffy is going to surpass him then he'll easily be able to have just as many. If he doesn't have more and Zoro ends up the only other Conqueror, that's fine as well.

Yup I agree. Ray mentions the strength of CoO is related to the spirit of the individual, so Zoro needs to harness that spirit to train CoO effectively.

Honestly, that isn't my reasoning. I've always been saying that the crew of the PK needs more than one CoC user on its crew when the former had 4. Usopp is basically confirmed to have it imo and Sanji is a possibility. Let's see.

I wasn't active that much so i don't know what you are talking about but i've said in my posts before that Usopp is getting it for sure while Sanji and Zoro are possible and this chapter changes non of that
Usopp will still get it and Sanji might or might not get it
