Although, he coward a lot of times, there ain't a braver person than him in some moments. Guess you skipped those.

1) Turning back to fight Trebol and Sugar on his own.

2) Saving Robin from Aokiji. Usopp JUST saw the guy freeze the ocean beyond the horizon, drop the monster trio all at once, shake off being snapped in half, and he knew that admirals were top tier. He still acted immediately; without the usual self buildup.

3) Dude shot Arlong when he was about to kill Nami's father figure

4) Dude fought Enel to save Nami.

5) Dude shouted at Lucci to fight him

6) Shooting the world government flag he was the one who directly declared war on the world government.

7) The moment he stood back up when fighting the Ms. Merry Christmas and Mr.4. He could have played dead but they insulted Luffy's dream and Chopper needed help.

Oda originally planned to make him the Vice-captain. Don't know how long before you stop underestimating him.

I dont want Usopp to have it IMO i dont think he deserves it, but there are greater hints alluding to Usopp having it than Sanji having it. Also how many people on SH will Oda give CoC too as well, assuming Yamato is joining

I hope doesn't dismantle the nature of CoC since it's supposed to be a new born trait and he most likely won't.

Eventually if many people show CoC we could call them destined to somewhat reunite and achieve greatness so that it wasn't a denaturation.
