I just feel like he doesn't deserve CoC since it is something that only the top tiers have and I barely see Usopp being a top tier.

I don't think Chinjao, Boa or DD was ever a top tier. CoC has got little to do with actual power and more to do with will power, which Usopp will obviously develop as its endgame goal.

Anything is quite feasible as long as convenient for the story and also not very inconsistent.

Oda needs to make it look like the odds are not being messed up since CoC is meant to be a newborn feature. Eventually he could make it look like these conquerors were destined to be at the center of worldwide attention or regardless still prominent enough and also meet each other, at least some.

Those guys are irrelevant to this particular convo, with the exception of Momo, only because they arent really talked about too too much and it's fair to say 95% chance this forum thinks BB, Garp and Dragon all have CoC

Law has no especially strong connections to Sanji or other SHs not named Luffy, so of course people are less likely to bring up a SH in relation to him. Let’s say Sanji revealed conquerors haki first among the crew, wouldn’t it be natural to start thinking about other SH wielding it? Namely Zoro?
