Why some Zoro fans are saying that Sanji Will have COC? That's news for me.

I think maybe some are considering the offchance Oda will augment the number of CoC users in the crew compared to what we witnessed in the Roger Pirates. I don't necessarily concur but the argument is legit.

Well Shanks only bloomed it later on and Oden looks like a good parallel with Yamato CoC wise, this is why most believe she holds more chances than Sanji to unlock it complexively.

Both. Law is considered an equal to Luffy and Kidd. Sanji as the Wings of the Pirate King. Sanji have a higher chance because he's one of the main characters.

Sanji just because he's one of the protagonists, but it's not really likely imho.
Law already had his main arc (Dressrosa) and didn't get it, so definitively not.

About Sanji, I think he has 50% chances of getting CoC.

I would suggest 30 and lower, but I think placing percentages may not be accurate. It's quite non linear as a process and really depends on Oda's mind here. He can do whatever although logic suggests it's less necessary than the opposite.
