Mihawk wasn't said he is stronger than Shanks as well, he was said having better swordsmanship than Shanks, not stronger. Otherwise Shanks's Emperor rival WB wouldn't be WSM over Mihawk, if Mihawk was stronger than WB's Emperor rival Shanks.

Yasopp was said having better marksmanship than Beckman, still weaker than rifle user Beckman.

Oda says Haki difference > skill difference, Mihawk has skill difference thus he is WGS but still weaker than WSM WB or his rival Shanks.
