Oda isn't consistent with Arena destruction, doesn't mean those attacks are weak.
Take Kid for example, his Punk Corna Dio hurt Big Mom but didn't even break the wall that he had assigned her to on the second attempt. Meanwhile, even Alabasta Luffy's Gomu Gomu no Storm had more destruction feats than Punk Corna Dio, doesn't mean PCD < Alabasta Luffy's attacks.
Take Kid for example, his Punk Corna Dio hurt Big Mom but didn't even break the wall that he had assigned her to on the second attempt. Meanwhile, even Alabasta Luffy's Gomu Gomu no Storm had more destruction feats than Punk Corna Dio, doesn't mean PCD < Alabasta Luffy's attacks.
That's why scaling is necessary in crossover battles, even more necessary than inverse ones since you're comparing characters from two different verses. After all, verses do have their own physics and rules. Thus, setting up rules prior to debating this stuff is more than important, otherwise you'll read stuff like "Character xyz is just building level for showing this" although said character have fought or matched another character showing much more impressive feats than the other verse is even capable of. Again, take Jigen for example, his AP feats do not even come close against the war arc or The Last feats, yet he is easily one of the strongest Naruto god tiers.
Ofc, we're not OBD or VSBW, so we have not as much strict rules as them, let alone character profiles with our own calcs which also follow certain formulars. However, some basic crossover stuff should be expected here. As I said, it's necessary.
