They have been doing so for over 30 years now. Bukele is 100% right in his belief that organized crime thrives in Latin America because the local governments allow it.

In the city where i live, there's a wall graffit-covered with "PCC"(the biggest criminal facction in Brazil)symbol, and if you cleaned it, they'll execute you.

Rio is the hell, In Rio for example, you can't walk in certain streets can they are "territories". Cops and militaries for example can't walk with their uniforms there or they'll get serious.

With whataboutism, we can build corrupt cities mate. We don't make political choices with whataboutism, with make them with ethical, scientific and political awareness and I don't need to live in the favelas to understand that sending the army or police on poor people to kill and put fire on an issue that should be adressed with POLITICAL AND SOCIAL solutions, is pure fascist fantazy.
