The chapter will start with the introduction of flying Six and we will see some of the party
In the last pages of the chapter Luffy and Kid attack them and Bigmom tells Kaido to stay back and that she should kill Luffy and the chapter will end with either a clash between Luffy and Mama or Kaido jr introduction.

First we get to see how Law's plan being executed. Kidd pirate go to the left path, SHP go to the right path, Heart pirate use sea path, and some of the scabard go to center.
While preparing for banquet, Kaido get informed that there is a raid on Onigashima. BM is happy to know that luffy is on the way. We get to see another F6 leg, they being devided into 2 force with some of BMP helping. In the last page, we get to see who vs who

First half introduces the enemies, shows how the party is supposed to go on, second part kanjuro arrives with momo.
Last panel is some destructions can be heard and seen from far, luffy and kidd are progressing and about to make their entrance.
Hopefully not too much useless conversations and silhouettes for characters nobody gives a shit about and that will get less than 2 chapters fighting in the end.

One chapter of the Marines/ WG finding out about the war from the CP0 and/or X Drake 981
Two chapters of the SH alliance causing havoc on their way to Onigashima. 982-983
Jump to Kuraigana Island, Karai Bari Island, and Amazon Lily completely destroyed. 984
Two-three chapters Flashback of fight and reveal of SSG. 985-987
Jump to Vegapunk's reveal.
Five chapter flashback of Vegapunk's past. 988-993
Vegapunk reveals his true intentions. 994
Akainu allies with the CP0, to kill the World Nobles and blames it on the Revolutionaries, to gain full command of the WG's forces. 995

Find Sabo protecting Vivi. And truth about the Reverie. (The CP0 tried to kill her but Sabo stopped them, and they both fled, and Sabo was framed for her murder). 996

The war begins.
There's no reason to hide the numbers at this point either. Just dump the entire Kaido crew this chapter, show that BM's crew is present (they haven't been seen in almost 50 chapters), and then tease Kaido's Son at the end. I can see it now, Kaido calling his son "Ace".
Hell, give some perspective on Orochi's guards, we know they exist and they've barely gotten exposition (Mimiwarigumi, his possible Retainers, and maybe the Shinsengumi if they exist)
Should be a wholly exclusive Kaido-side chapter.
You underestimate Oda's extension of battle setups.
- Enies Lobby spent like 25 chapters setting up the CP9 battles and getting everyone in their respective places
- Dressrosa spent more than 30 chapters doing the same thing before the family went down.
They haven't even arrived at the Onigashima Port, then Oda has to show 4 different perspectives initially:
- Luffy and Kid barging at the front door and likely destroying fodder
- Kinemon's side in advancing through the Onigashima mountains
- Denjiro's side
- Law and the remaining scabbards doing a surprise assault from the rear (they will likely get there first if the distractions work)
Shishilian and Hyogoro are likely with Kinemon/Denjiro somewhere. Kinemon/Shishilian could lead the Minks one way. Denjiro/Hyo would lead the Samurai the other way.
Additionally, Oda has to characterize like 30+ villains before they get defeated, we will see a TON of skirmishes I'm sure. He also has to probably do a Rocks flashback, it will happen before or after the War starts. Luffy and crew need to steal the road poneglyph, save Momo, the scabbards and crew need to confront Orochi/Kanjuro.
There's so much that could happen before the main battles start, that I'm not even sure 22 chapters will be enough to do so considering how Oda writes his scenes. Chapter 1000 will probably be the arrival of some major character (Perhaps the one talking to Crocus in that one cover page?) right before the end of Act 3 or something. But I don't think the actual war is starting until after this point, imo.
