Anyway, Luffy's "buttobasu" phrase translates literally but it's a figure of speech. It's not about actually sending anything to a destination, that's not how a punch works. As seen with Arlong and Crocodile, they don't actually have to go anywhere at all. Your own example still proves this point as Luffy doesn't regard where Lucci lands so long as he was hurt by the impact. The best I could give you is Cracker, where Luffy specifically says that he wants him to go to the ends of the new world before he launched him.
Kizaru is different in that flying literally anywhere but the sea wouldn't do anything, as he's intangible and Luffy can't transfer Haki into a throw to change that as far as we've seen. Kizaru heads directly toward the water, which would do something if he couldn't pull up. So, this is different than a punch that "sends him flying."
Oh and because you keep talking about Krieg, I might as well point out that the Ozuchi crashed him into the deck of the Baratie. Krieg had no drowning threat whatsoever, DF or not.
