I disagree that it doesn't mean there can be extreme diff between them. Though ultimately it depends on what your definitions of extreme diff is.
If you define it as 100-99 thing or Akainu/Aokiji thing, then no.
But if you define it like I do, in that it can range from 100-99 to 100-95; with condition being victor survives with severe injuries, then yes, extreme diff is possible.

This is how I see it:

I would go with Roger high diffs Rayleigh, Rayleigh high diffs Gaban. Extreme diff is too much
