Raid Suit. Afterall, it doesn't have a side effect.
But it's not the only reason. Enma sure boosts your destruction capacity way more than what the Raid Suit would give. BUT Raid Suit is MORE BALANCED in its own boost on top of the versatilities of the boosts it provides as well as NO side effect.
Meaning:
Enma's power up: Greater attack power (but huge side effect with haki similar to Gear 4th)
Raid Said power ups:
1- Greater attack power (not as destructive boost as Enma, but still, it increases this area) But generally attack power increased by toughness of the suit as well as the boots have engine like air which will increase power of kicking (Look at Judge kicking Sanji moment to understand what I'm saying)
2- MUCH Greater Durability
3- BIGGER Boost in flight than regular moonwalk/skywalk. It really provides floating, which in combination with skywalk would give great speed in air.
4- Greater Speed in general because of the soles of the boots.
5- On top of all of that, the icing on the cake is to become invisible!
I mean, only a bias person would claim Enma provides more power up than Raid Suit given what was shown so far.

Even if it's tamed, its wielder most likely can still benefit greatly from its haki absorbing gimmick. It entirely drained Zoro's arm. Pretty sure that you can't pull out such amounts of haki intentionally.
So the trick will probably be that Zoro can allow tamed Enma to suck up more than he normally could release in order to pull out something like that 'Kaido scarring' finisher Oden did.
Both are plenty cool PUs tho. The RS seemingly even gives a guy like Sanji a movement speed and mobility boost, which is basically like a Top 15 speed+mobility package w/o a drawback. Plus its invisibility and that cape. Amazing.
I'd say the RS takes this for me, even if the Enma panels were crazy good. Such a versatiled PU is hard to beat. Everyone can benefit from it, it has no drawback, it gives you the ability to fly, it is on itself a pretty big PU aswell.. Yep
