Taken as a WHOLE post-TS has a richer, more cohesive and better planned story. According to tastes one can still prefer Pre-TS due to the single arcs edging out the following counter parts, but post TS has undeniably a more solid macro-plot.
Like i said, cohesion comes from arcs resulting from each other and interconnecting, which is not inherently better.
Sanjis departure from dressrosa, after a few steps leading to WCI, was done very poorly. So having a bigger scope only elevates the story if it is credible and has significant consequences.

And it´s a bit exaggerated to say the entire post-TS follows that structure. Admittedly, starting with PH, Oda had the bigger theme of "new era strikes against old" going on, but saga-wise, which are fanmade though, both Fishman Island and Dressrosa Saga had a in itself conclusive narrative, but set up the next arc towards the end, something pre-TS arcs have also done to a certain extent.
Skypeia came out of nowhere, the rest, not so much.

Tbh i dont think there is a single arc that id call bad in one piece

Fishman Island - 3
Probably my one of my least favorite arcs in One Piece history. Down there with the Davy-back fight, but at least that was mercifully short. The basckstory was great, but Hody felt like a discount Arlong. Sanji was flanderized beyond belief, and the princess character was super annoying. I actually took a hiatus from One Piece after this arc.
Punk Hazard - 7
Okay arc, not great but not that bad. I wish we got to spend more time in the burning land. The alliance was great, the comedy was great, and the fights were good. Poor Smoker got treated like a joke though.
Dressrosa - 7.5
Dressrosa is weird. It has all the mechanisms of a great arc, but there are just some things that bog it down. I feel that the colosseum portion and the battle for Ace's fire fruit could have been a separate arc on it's own.
Zou - 8.5
Nice arc with some good lore. Minks introduction was great, and it was good segue into the Wano arc.
Cake Island - 6.5
First half of Cake Island was great no question. Second half was a mess with cake plot that really didn't amount to much.
Reverie - 8.5
A good mini arc. A lot of interesting plot points, but sadly we won't get a resolution for a lot of them until later on.
Wano - 8 (so far)
Good start; the prison part dragged a bit, but the rest of the arc has been enjoyable. The flashback is really good. Can't wait to see the rest.

That's exactly what I think about Dressrosa!
I still think it would've worked much better, if the tournament/fight for Ace's DF took place on one island and then they travelled to Dressrosa, where the final war against Doflamingo and his crew starts immediately.
Oda would've needed to write the story a bit differently (maybe them suspecting the SMILE factory on the first island etc.), but it would've been a breeze of fresh air to split the Dressrosa story up into two smaller arcs on two different islands.

Return to SA: 7/10 (nothing much happened)
Fishman island: 7/10 (wasn't that amazing but it had some good moments)
Punk hazard: 6.5/10
Dressrosa: 8/10 (some parts were boring and dragging but overall was good + Doffy was great)
Zou: 9/10 (best arc after post timeskip but still not much events)
WCI: 7.5/10 (had a lot of smh moments but still was good at some parts)
Reverie : 8.5/10
Wano: 6.5/10 (boring in a lot of stuff)

Fishman island(5) - this arc was hype because we got shs reunion after a long time and was waiting to see them in action with new power ups but apart from this, it was underwhelming for me.

Punk hazard (3 or maybe 4) - a small arc yet I felt oda dragged more than it deserves. It was boring for me.

Dressrosa(7) it has some issues like pacing but this arc was actually good. Frankly speaking, this arc was interesting because of doflamingo who in my opinion played Major role in keeping my interest alive with this arc. Along with him, new characters like barto and Cavendish and fuji piqued my interest. And, gear 4 and ending of arc was great.

Zou(8) - undoubtedly the best arc. It was Short,too the point with ultimate narration and suspense.

Wci (6)- I was really hyped for this arc as it was our first yonkou arc. But after tea party this arc went downhill due to obvious reasons. Too many times I felt that Oda has stretched the arc with last minute additions. The best thing about this arc was katakuri, Brook and gear 4 snakeman vs katakuri clash. Rest I want to erase from my memory LMAO

Wano (7) - its still not picked up but I am very optimistic about it. So far so good except for udon plot

Some arcs have underrated moments but also overlooked lows, but I think it should be obvious to any fan the pretimeskip portion is better.
pretimeskips is a lot more light hearted moment, character interactions, and is a lot closer to our heart.
but post timeskip is pretty much the hypest shit ever. I already read on book basis since arabasta and the hype is not even close.

also not apple to apple comparison yet, well see what happened when op ends.
By this point in the pre timeskips with the same amount of chapter we have today on the post timeskip, we are only at the transition between water 7 and enies lobby.
