Dude he used it against two people in the entire manga and one of them neg diffed him later on lol. That's far from a "terminator" or "terrorizer" or whatever else you folks joke about.
On a serious note though I think these are the top 10 in terms of aura (in no order):

Lol Vergo canonically has more aura than someone like Zoro. This isn't even subjective or memeing. Zoro himself is known for aura, so just imagine Oda writing a scene where Vergo's aura very clearly scales above Zoro's in a direct comparison.

This was not a character on a power trip or calculating losses. It is the purest instinct of an animal. It instinctively ran from Vergo's presence towards Zoro for safety.
Not only that, a weaker version of this Dragon had no issues fighting Zoro and Luffy together. Vergo literally just walking, kicked in the animal's flight or flight instinct and it flew away for its life. Not only does Vergo carry enough aura through his demeanor, we can argue that's subjective somewhat, however ontop of that Vergo is actually one of the few times the manga made a point about a character's "presence" without CoC gimmick, and it mogged even Zoro's own. This is the purest display of aura you can get.

Said a whole bunch of nothing to avoid the point. Post-Wano Luffy > old Rayleigh yet Teach was only really scared of Old Ray (and funnily enough Rayleigh went on to say Teach could defeat him despite Teach being scared). Everyone has aura but the aura we are talking about or prefer to see, I think there is need to make a distinction between one having it as defining personality traits and one showing it occassionally.
If we go by defining personality traits which manifest in their talks and actions, then Mihawk, Shanks, Akainu, Kuzan, Kiz, Zoro, Whitebeard, Law, Doflamingo, Katakuri, King, Vergo and obviously for me above all - Xebec.
