Kanjuro first, then the Calamities, for Calamities it's a toss up really, King will use any means necessary to kill implied he likes to torture (probably would burn his enemies alive), Queen uses his plague weapons to get the better of his enemies even if it means sacrificing his own men, Jack is a barbarian also messed up.
1. King - Doesn't care how it gets done, doesn't care who it hurts or kills. Fully aware of his nature. Loves torture. Evil which respects evil.

2. Kanjuro - Lack of feelings. More of a neutral evil, who just does evil things. Not to mention his actions stem from the injustice done to his clan.
3. Perospero - Will do evil things to satiate whatever he thinks is right.
4. Queen - Trolling Evil. However, he does have feelings. He gives people chances. The ones above do not.
Those below here are ranked on their evil deeds instead:
5. Apoo - Snake. Extremely selfish and will do whatever he can to save his own behind.
6. Jack - Honorable to a degree. Put he did poison Zou.
7. Oven - Mostly just angry? But he cares for his siblings.
8. Ulti - Not really evil either, just very stand up. She also cares for her people.
9. Hawkins - This guy is plain neutral. Will do good or bad... or nothing at all.
10. Katakuri - This fool. Who stabbed himself for his opponent?

Perospero tortured Caesar who tortured children, was defending his homeland and not even intending to kill Pedro. Didn't even hold a long-term grudge towards anyone as he was not hesitant about changing his goal to take down Kaido instead.

Queen and Jack are sadistic psychos casually using weapons of mass destruction and torturing people. I would say they are quite evil even by One Piece standards. How many islands ended like Zou or worse from their hands? Kanjuro's betrayal was also very bad, but at least he had better reasons.

Wasnt Queen slowly torturing Luffy by making him go through an infinite gauntlet to slowly burn him out, while both Kidd and Killer were being drowned while upside down?
King is IMPLIED to like torture.
Queen actually does it.
But somehow people think the "torture" card is a "King thing", but not Queen's due to some random line.

) - Perospero (not really evil since all he did was protecting his familly)
- Ulti (dumb but still hurts a freaking kid)
- King (massacre in wano but we didn't see that much from him)
- Queen (same as King)
- Hawkins (even though he betrayed his friend and used Kid as a way to fight killer it's his fighting style and deep down he didn't want to betray them)
- Oven (the character in itself felt more evil than the others, dude kept beating weak characters left and right)
- Apoo (betrayed every ally he ever had and he keeps going lol)
- Jack (minks masacre, tortured them all for days)
- Kanjuro (kept betraying his "friends" for years)
- Crocodile (I added him because he's the most evil dude in the whole story
)
