Oda has the ability to be a great writer-- that's why he disappoints people so hard and they lose their minds.
He is not good at plot progression. He admitted in that interview with Aoyama that he'd prefer to just draw all the ideas in his head and that storyboards are hard for him.
He also seems to be off his leash more than ever and doing whatever he wants, even to the point of doing things he knows people will hate. Oda is obviously a good story teller, since he's got so many people hooked, but he needs someone to reel him in and keep him on track so that the rest of the story doesn't become a train wreck.
