I think I'm going with a 8 out of 10 so far. It hasn't been perfect, but it has been more good than bad I think.
Vegapunk's message did feel like it got dragged out too long. I'm not sure if I like the "Missing Night" being a thing. And I'm a little annoyed at how Oda only revealed who gave Luffy the food in a SBS. And we still don't know for sure who was taking out the cameras (it was probably Van Augur, but we still don't know for sure). But, those were the worst parts.
Revealing the Gorosei's names and designs. Imu finally speaking. The holes in the ocean. The various Vegapunk designs. Teasers for the purpose of Devil Fruits. Garp's raid on Hachinosu. Kuma's tragic backstory. Emeth finally doing something (even though that got drawn out, too). The reveal about the flooding world. The Giants showing up. EVERYONE getting a cameo appearance. Most of Egghead was just really good. Top tier stuff. It's just a few things dragging that arc down a little.
And so far Elbaph has been solid, if not extraordinary. Legoland was...a strange, but brief detour, which might end up being more important than some people expect, if only symbolically. And we've gotten some REALLY good two-page spreads out of this arc. Loki. The World Tree. This arc has been worth it just for the 2 page spreads alone. But, adding Robin and Saul's reunion to that? Yeah, I've been enjoying it so far. And it's kept up a pretty fast pace. We'll have to see where it goes, but so far, it's pretty good.
So, yeah, I think 8 out of 10 is fair enough. Some really good parts, with a few bad parts kind of dragging things down a tad. And maybe a few pacing issues. Which I'll admit, may mostly be caused by reading it week to week. If you're reading this collected, I think a lot of the flaws wouldn't stand out as much.
