While zoro might fight an actual emperor or admiral in name he should be allowed to fight characters on a comparable level to them
Ryokugyu and fujitora being perfect future opponents for kid and law
It also lets them parallel both luffy and zoro

So same way mihawk will be his emperor fight without actually being an emperor the orange zodiac will be his admiral fight without actually being an admiral
