I think his name was only out there as dragon. Not monkey d dragon.

This could be easily explained: Maybe he started to perceive devil fruits as just a legend like when people stop believing in santa claus when growing up or he simply doesn't have super memorie and forgot some details.

Not so much a retcon as so much a soft cap and to show those that do get increasingly higher bounties deserve it or so.
