General & Others Rocks created the idea for the warlord system

Notice how we didn’t hear of anything like warlord during the entire Roger and Rocks era. And in the latest chapter it’s revealed that Rocks had to CONVINCE the government to hire him to take out the Beehive Island pirates. The government didn’t have any mechanism in place regarding hiring pirates. Rocks invented it.

I think the warlord system was explicitly created only when the Yonko system was created, about 20 years ago after Roger died. Like there was no need for Warlords until the Great pirate era when piracy shot up and the Yonko formed as Empires on the sea. That’s when the Government remembered that they did one time hire other pirates to deal with pirates before when Rocks brought them this idea.

Yeah, this is actually plausible.

I guess I always assumed the Warlord System was something that had always been around ever since the Void Century. But, I guess that's not really the case. It's actually a relatively new invention. Only really forming after Gol D Roger's execution. So, it is possible that Rocks gave the World Government the seed of a idea to hire pirates to fight other pirates. Even though, Rocks disappeared after God Valley, years beforehand.

I'm not sure if that's what Oda intended, but it does kind of track.

Roger sparked great pirate era which saw huge fluctuations in number of pirates hence warlords were formed imo

Thats logical conslusion because warlords and navy are there to balance things with yonkos.

Then it’s strange that there’s no mention of a warlord from before Roger died
