This stuff looks interesting. It appears Sanji should have killed the attacker too had he gotten the bullet. So it wasn't Nami to be targetted, but Sanji.

Also he had a vig type ability, which could solely be triggered by Nami.

It says his passive bypasses all defenses so if someone was targeting Nami Sanji would have killed them. Thus someone went for Sera.
