Ryuuma and Mihawk has somethings in common.

Both were the best swordsman of their time. Ryuum being also WSM while Mihawk at least when WB was alive he wasn't.

Both are the only ones so far to have made their sword into black blades.

And there is another similaritie almost no one get it until now.

Ryuuma is known for frightening the WG so they are not invading Wano for centuries.

Mihawk is known for frightening swordsman so they are not challenging him for WSS position.

The only ones challenging Mihawk are:
Zoro - crazy dude back at Baratie
Shanks - Best Friend that knows he won't be killed
Vista - Brave Swordsman that challenge him when his Pops were nearby

Besides that nobody is challenging him.

Well at least those trying to find the treasure are competing with the strongest pirates in the world. Not just a warlord who happens to be the strongest swordsman. After all to reach Raftel you would need to find the road poneglyphs. All of which are being held by the Yonko.

It’s because the title is worthless

Nobody cares about becoming the WSS because you don’t get anything for it

As the PK you get rep, prestige, a treasure (that could be just about anything), you get to learn about the true history, etc

Mihawk is the WSS and he sits in his little corner doing nothing

He’s definitely strong but his title is meh... most titles are meh actually

Its a very definition of a gold medal
There are only two known Kingly ambitions in One Piece
One is Pirate King
One is WSS

Shanks is both a silver medalist swordsman and a silver medalist pirate
You can apply that logic to any personal goal that revolves around competition. Doesn’t make it as big, difficult or impactful as the pirate king title. Blame Oda for not giving the WSS more weight in the story. It seems to be a much much lesser ambition because of it. It just seems like a personal thing between Zoro and Mihawk. To the point Zoro was even trained by the guy he’s trying to surpass.

That’s not the same scale.
