Monet had a logia and presumably died in PH. Given how strong and sought after logias are, it wouldn’t make sense for that fruit not to return.

Crocodile had mastered his logia powers and this is part of what made him so strong. However VP cannot clone logia DFs.

Hence in order for S-Croc to be at its strongest, it needs to be given a real logia.

With Monet’s fruit, S-Croc can basically use all of Crocodile’s techniques, just using snow versions instead of Sand. He could even use logia powers to transform one of his hands into a hook to fight like Crocodile.

Lastly, if Croc’s dehydration power is awakening, perhaps S-Croc could awaken the snow fruit and do something similar. Instead of dehydrating people by touch, touching them would allow S-Croc to freeze them.

Crocodile has two focuses: Sand and Venom. Sand Is impossible, but Venom Is not and the Doku Doku Is over powered.

Besides logias' intangibility, his Sables and maybe a few slashing techniques, I don't think that Monet's DF would help S-Croc's style in any way. Most of his attacks have the function to dry up living beings (and even inanimate things, considering his most powerful techniques -- or possibly awakening).

Having said that, there isn't a single paramecia that comes close to the Suna Suna no Mi. Considering that, maybe he'll have a mythical zoan with similar powers? That's the only solution I can imagine to make S-Croc look anything like the real Croc.
