One arc before , haki was everything, now , oda rarely use haki in the fights. And it doesn’t make any difference based on what i see in egghead . Is there any way to make correct powerscale ? :)

They have 10/10 Stats, but They need to show a Fighting Style that fully benefits from such Stats
If They do, then They will only be Defeated by Strongest of Allies (Such as Zoro & Dragon)
But if They don't, then They might be Opponents of High Tiers (Such as Weaker SHs)
It also depends on whether their Weakness Disables their Immortality Only or all their Buffs

Dorry, Broggy, and Kuma did less damage to the Gorosei than Kiku did to Kaido.

Having immense ACOC means the Gorosei can damage anyone while they in turn cannot be damaged.

That's quite an undestament:

There isn't single noteworthy offensive feat as of now. And no, a generic haki roar before your attack is nullified and reversed by Dorry and Broggy isn't one. In fact, if they manged to withstand Topman's advCoC, that really means his haki Is shit.

But again, one can stan what he wants. If you want to push Dorry and Broggy as almost top tiers to justify that, go on. We'll see I suppose.

Oda simply saying their haki isn't that amazing in Luffy's eyes after fighting kaido and BM in wano, after luffy sensed Shanks haki

Topman did that roar covering the whole island till the ships and yet zero comment from Luffy

If their haki was really superior than Luffy's/Kaido's, Luffy would speak about it

Gorosei will be like King where once you find their secrets, they get beaten easily despite being top tiers
Kaido is like Marco that you need to outlast or KO by hitting him over and over till he's out of stamina if you lack a finishing blow as powerful as flaming bagua /bajran.

And we know Marco > King
