Jimbe has passed his prime for unlocking coc. If Zoro has Coc, sanji must also have it. Ace unlocked Coc at the age of 10 or so, luffy also unlocked it young. non of the strawhats have shown any trait of a conqueror.

No lol, the two are not necessarily implied. I mean there are several reasons why the odds are in favour of Zoro more than Sanji.
Other than a matter of personality it's also a matter of author if you know what I mean.

Never was it said that royalty will get CoC.

Genetics play a factor in getting CoC, Garp basically confirmed it during Marineford. At least one of Sanji’s ancestors ruled entire North Blue, which, I think, is a perfect reason to have CoC.
As someone who goes full Skip Bayless on Sanji nowadays, I will give him that. That is not a point we can use as a counter-argument against him.
