It's mixture of both as not just Vinsmoke name, but also remember Morgan and Stussy were there watching him fight BM Pirates like Daifuku in his bouts with him along hearing through communications of what he is doing fighting with group while protecting his captain and defending everyone from Daifuku again when he attacks by himself. Looking at that, they put his bounty that higher by his performance more than just his Vinsmoke name alone which make sense as looking at Daifuku and Oven having 300 million each respectively, push him above them like what usually happens when Strawhats handle against someone with higher bounty than theirs in past fights.

We don't know about Jimbei's bounty......hell even we don't know about Bege bounty.....and Jimbei bounty was already 400 million + .....only name won't give you that much jump in bounty....otherwise for all the shit Luffy did in MF and him being the son of Dragon...the name which is more "notorious" than Germa , Luffy got only 100 million raise and that too because of MF not because of his name (this was confirmed by Kidd also )
