The fact Naruto with 0,5 Biju matched Sasuke with 8,5 Biju, was kinda weak. The Biju weren't really weakened either. They were all stored inside Kaguya, whose Chakra was far beyond even Madara's, who became Juubi's Jinchuriki. But if you wanna play that card, Naruto's 50% Kyuubi also was weakened.

The movie was written/supervised by Kishimoto, nothing is more canonical than that, and there they are portrayed on equal footing in every way, as in all other instances that follow. Have you ever heard of the term "authorial intent"?

Mostly relative but there is no way sasuke can keep up with Naruto cause he is out of Chakra every two moves he makes and doesnt have 9 bijuus to take chakra from

Even against jigen Sasuke was out of chakra mid fight but Naruto could still fight AND even jigen ran out of time Admitiing killing Naruto would take time and be annoying compared to sasuke who can be killed right here and now. Naruto sacraficed himself to save sasuke tho
