How would Kuma escape from Saturn though? I forget if his fruit lets him teleport himself but it would be a very useful ability if it did.

Maybe the general chaos of the island provided an escape route. When the Rocks and Roger pirates go crazy, Saturn had to stop.

WG really make weird moves sometimes. Remember when we first saw Kuma? If was Kuma (Buccaneer), Doflamingo (Mariejois secret), Mihawk and Sengoku in one room. Mihawk and Sengoku would have been enough to kill the Buccaneer and make sure Mariejois secret didn't get out instead of keeping them as loose guns in the Shichibukai.

Could be a bad translation but it said in this chapter that the fruit can send others or the user away.

Pretty sure he only came down to ensure the Buccaneer was dead. Plus, its not like the rest were there. He doesnt seem like he participated in anything

Uhm, may be a hot take but I would consider it a bit of bad writing if its just Saturn again just because he is presently in the focus.

Countless other and better options than just push it all on Gorosei or Saturn specifically.
