Based on? The black flames are like the ones Lucci and Kaku displayed. Outside of that, nothing is extraordinary about his fruit. It's your typical mythical Zoan and not more special than Nika, the azure Dragon, Buddha or Phoenix.

People will be disappointed when the Gorosei and Imu turn out to be just the same DF users and not the manifestation of Devils or the manifestation of Haki.

Yeah. Mythical Zoans are known for having supernatural abilities. Kaido is able to transport islands with flame clouds as a side power. Luffy is able to manipulate reality. Saturn popping out of a satanic circle when the model of his fruit is possibly based on a demonic entity doesn't make it special.

I would say no, at least nothing indicated it. Even with Kaido, I assume he only enters an awakened state when using Shuron Hakke, hence becoming bulkier and more beastly.

That wasn't an "ability" that Saturn displayed when he came out of the circle. The first ability was making the fodders head explode. I believe Oda definitely came up with a very different introduction here.

Yeah I would've remembered that shit.
This is exactly my take, instead of clown energy that we go from Queen and King I feel omnious energy of real final villains in this series. Also Gorosei was introduced like in chapter 200+, and title of that chapter was "The Strongest" soooooo for me it's just saying that it was always part of big plan of Oda.

Also Luffy's main enemy was always WG, not the Marrines, not the BB...only WG

And final villain is SURPRISE King of WG

The fact that "Seraphim" exist in name to serve as Ultimate Pacifista probably also support this. So my guess is they'll all represent some ideal of a fallen angel. The heirarchy is anyones guess though, theres a million different ways they can be classified
I think the Seraphim will play the part of the Tobi Roppo in the final arc, heavily upgraded of course. They got a lot of angelic ties, from their names to the fact they are sort of cherubs as well. It helps that Seraphs are said to be close to the "throne of god" chanting "Holy Holy Holy", so they'll be close to Imu-sama.

Imo, it'll be Imu-sama > Gorosei > Seraphim > Holy Knights

Oda's making more and more of a distinction between the Navy and the World Government and conveniently created a faction of "good" marines in SWORD. I'm pretty confident the Navy goes down at New Marineford and the World Gov. is its own separate fight. If 4 Seraphim can stall a Yonko + his crew + Rob Lucci, I don't see how the world would win if you have admirals thrown into that mix as well.
