I'd actually vote for Sanji if someone asks me to vote for a better character. Sanji offers more as a character than Luffy/Zoro although he's not half as strong as them.

Quantity =/= Quality.

Offering more loading of trash is worse than offering less quality.
Zoro is one of the most effectively written simple character you'd find in any shounen anime.
