Sea stone doesn’t have the same power of the sea. It has properties of the power, as we’ve seen with jack, who drowned in sea water but was still able to move. Sea stone just exhausts the chained devil fruit user and makes them unable to use their powers. Take vander dexken for example, he could still use his powers. Sea water weakens the devil fruit user but doesn’t fully restrict them, it mainly makes them unable to swim. Sea water is more like a normal chain while Seastone is lile a chain made out of titanium bombs
