You can ask anyone who has ever played any of my games, they knew going in as scum they had a good chance at winning. I always considered roles carefully where scum would have believable claims to claim and the abilities to match their results to go with it.

It's hosts not leaving room for scums to be able to outplay town with claims.

No I don't give them full fake claims. I just make sure they can claim invest and be consig but not have invest so strong in town that their claim can be believed.
