Well S-Snake don't have CoC so she not upgrade fully at least for now compare to Boa .

Even if she can't use it in here attacks she can still use to overwhelmed people which is something S-Snake can't do .
Plus CoC goes good with her type of DF .
We see it in a container on there arms so it possible that it has get refill or the container can get destroy and they won't be able to use there DF power.
Just a theory for now .

She never does though, her fruit is more effective in that aspect as we’ve seen and S-Snake has the same effectiveness.
