In the same scenario Luffy can K.O 50k fishmen, Shanks and Ray can maybe affect 100k.
Old Ray still equal to Shanks.

Both being able to knock out 100,000 is because there were only 100,000 people there, Oda was responding to Luffy vs the Fishmen, of which there were 100,000 of them, aka they can both knock out all of them, that doesn't make them equal.
