Through Yamato we know that there are levels to CoC, she didn't possess the level to split the sky with Kaido while Luffy did.

- All the Yonkou and Luffy split the sky showing their current highest level of CoC while Oden merely used it the same way Yamato or Zoro have been doing.

Exactly CoC should be measured against who it is used on and both Old Rayleigh and Prime Shanks would knock out up to 100K Fishman so Oda put both of their CoC in relation.
