So did Roger and he was the top pirate at the time. I'd seriously wait before judging things based on what you believe you know about the character thus far

No, we don’t know if Roger had a devil fruit or not unlike the Red Hair Pirates who specifically shun them. We’ve seen Roger use a gun in battle as well.

Also, even if Roger’s style was just like the usual Haki sword singing, it doesn’t offer anything particularly special for Luffy to face.
Haki is really all that Shanks has going for him, and we are apparently already seeing the extent of that in the current arc. Facing another weapon-swinging Haki user just offers nothing new.

But I feel like Luffy already has a good mentor character. You have rayleigh and possibly dragon as well(whenever they finally meet). I feel like between Dragon and Shanks, one of them has to be morally gray or otherwise they'd basically serve the same purpose.

I feel like Dragon, Luffy's real father, actually loves him whereas Shanks is just using him as another pawn in his scheme.

Luffy needs to struggle as a character. Wano has been nothing short of a cake walk against two Yonkos. If Shanks is evil then I hope he kills Nami. If not Shanks, then let Black Beard kill some straw hats. Straw hats have been useless the entire post time skip so might as well remove some of them from the story completely.
